Starlink is legal in Brazil and is one of the company's largest markets. In February 2026 Starlink said it had passed one million active customers in Brazil, its biggest base outside the United States (Teletime). Official figures are lower. An Ookla study drawing on Anatel data counted 791,000 Starlink accesses in May 2026, which made it the 13th-largest fixed broadband provider in the country (DPL News). Teletime also noted that Anatel's numbers differ from the company's.
Its operating right comes from Anatel, the national telecoms regulator. It runs until 28 March 2027 (Canaltech). In March 2026 Anatel's president, Carlos Baigorri, said the agency saw no reason to act against Starlink's strong position in low-orbit satellite. He argued that it competes in a fixed broadband market with more than 22,000 providers (DPL News).
Prices went up in May 2026. Residential 100 Mbps rose from R$179 to R$189 a month, Residential Max from R$236 to R$249 and Residential Família from R$354 to R$423. In a customer email, Starlink cited network expansion and rising global operating costs (Canaltech). Another outlet gave R$413 for the Família plan (TNH1). The final price can vary by address, so check it on Starlink's site.
Anatel approved Starlink's constellation in January 2022 (Canaltech). Questions about its terms came early: in 2022 a Folha de S.Paulo investigation, reported by Canaltech, said parts of its contract appeared to conflict with Brazil's consumer and telecoms rules (Canaltech). In 2024 the company was caught up in the Supreme Court's dispute with X, the social network also owned by Elon Musk. In April 2025 Anatel let it add 7,500 satellites. Alongside that approval it warned that the rules had gaps on competition, space sustainability and digital sovereignty (Times Brasil).
Support and complaints. In 2023 Teletime reported that poor customer service was the leading complaint about Starlink on the Reclame Aqui site. It said the company had no local representation at the time (Teletime). Complaints there rose from 693 in 2023 to 1,861 in 2024, and Anatel logged 136. Over the same period the customer base grew to 313,000 and the average response time fell to about a week (Teletime).
Fake websites. Between October 2023 and April 2024, 216 of 491 Reclame Aqui complaints about Starlink involved fake sites, some of which took payment by Pix. Starlink replied to most of them that it was not responsible for purchases made on third-party sites (Teletime).
Criminal use in the Amazon. In June 2025 federal prosecutors announced an agreement with Starlink. Under it, Starlink will require ID and proof of address from new users in the Amazon region, share data with investigators and block terminals confirmed in illegal activity (Arab News/AP).
On 29 August 2024 Justice Alexandre de Moraes of the Supreme Court (STF) froze Starlink's accounts to secure fines imposed on X. Starlink called the decisions unconstitutional (Consumidor Moderno). On 1 September 2024 the company told Anatel it would not block X. The regulator could then have opened proceedings, and Poder360 reported that revoking the authorisation would be the last resort (Poder360). Starlink changed course on 3 September and began blocking X (Interaksyon/Reuters). The freeze was lifted on 13 September after R$18.35 million moved from X and Starlink funds to the treasury (JURIST).
Spectrum is the current regulatory issue. Starlink asked for 30+30 MHz of S-band for direct-to-device mobile service. Rival operators opposed this in a public consultation (DPL News). On 9 October 2026 Anatel granted 15+15 MHz, part of it only until June 2029 (Convergência Digital).
