Indonesia's competition authority reviews Starlink pricing after predatory-pricing concerns; no finding

What he said or did

Indonesia's Business Competition Supervisory Commission (KPPU) held a stakeholder discussion on Starlink's market entry after industry concerns over a 40% device discount and low prices. It said it would keep monitoring the company under the 1999 competition law.

Background

Starlink had cut its hardware price from Rp7.8 million to Rp4.68 million after launching in May 2024. Associations raised concerns about licensing, capital imbalance and predatory pricing.

Official response

Starlink told the KPPU it complies with Indonesian regulations and does not engage in predatory pricing.

Fact-checks and findings

KPPU member Eugenia Mardanugraha said the term 'predatory pricing' is not just a low price (Tempo).

What happened next

KPPU members said low prices alone do not constitute predatory pricing and that no conclusion had been reached. In November 2024 KPPU sent recommendations to the President after a study of low-earth-orbit satellite internet, urging that such services prioritise underserved regions and warning that direct-to-cell technology could make one provider dominant; it did not report a violation by Starlink.
