Report finds unclear regulator messaging caused Starlink confusion in Samoa

An ANU Department of Pacific Affairs report said unclear communication from Samoa's regulator and media confused the public about Starlink between 2024 and its January 2025 licensing. It said some people may have been fined or overpaid.
